Horn of Africa (1980) by Philip Caputo
This is a novel about CIA spook (Colfax) who sends three misfits (Moody, Nordstrand, and Gage) into Africa on a rogue mission to arm and train a warrior tribe (the Beni-Hamid) fighting against the Ethiopian government.
There is a real emphasis on character development.
Betrayal is a prominent feature of the novel.
Riveting, gritty. Well worth reading, but not for weak stomachs.
