This is another case where information technology matters. If the volume of files is too large to search manually, then search them electronically.
Do the files consist of hand-scribbled notes on coffee-stained napkins? Whatever happened to that promise of the paperless office?
Also, can we dispense with the liberal myth that illegal aliens are paragons of virtue that never commit crimes?
